The National Project on Aquifer Management, known as NAQUIM, represents a comprehensive initiative by the Central Ground Water Board to map and manage the country's groundwater resources at the aquifer level. This ambitious program moves beyond traditional administrative boundaries to focus on the geological and hydrological realities of underground water systems. By studying aquifer geometry, water-bearing properties, and recharge mechanisms, the project provides a scientific foundation for sustainable groundwater management. The initiative covers diverse hydrogeological settings across India, from the alluvial plains of the north to the hard-rock terrains of the south, ensuring that region-specific challenges are addressed with appropriate technical solutions.

Groundwater sustainability lies at the heart of NAQUIM's methodology, which integrates field studies with advanced geophysical techniques and remote sensing data. The project evaluates both the quantity and quality of groundwater resources, assessing parameters such as water levels, chemical composition, and seasonal fluctuations. This scientific approach enables the identification of critical areas where groundwater extraction exceeds natural recharge. The findings support the development of aquifer management plans that balance water demand with availability, helping communities and local authorities make informed decisions about water use and conservation practices for long-term resource security.

The Central Ground Water Board operates through a network of regional offices across all states and union territories of India, ensuring localized expertise and responsive governance. Each regional office conducts hydrogeological surveys, monitors groundwater levels and quality, and implements pilot studies tailored to regional conditions. This decentralized structure allows the board to address diverse challenges ranging from fluoride contamination in certain districts to seawater intrusion in coastal aquifers. The board's technical staff work closely with state groundwater departments, research institutions, and community organizations to disseminate knowledge and promote best practices in groundwater management throughout the country.

Community participation forms an essential component of successful aquifer management, as groundwater use is inherently local and decentralized. NAQUIM emphasizes stakeholder engagement through awareness programs, training workshops, and participatory monitoring initiatives. When local farmers, industry representatives, and domestic users understand the behavior of the aquifers beneath their land, they become active partners in conservation. The project promotes water-efficient agricultural practices, rainwater harvesting structures, and artificial recharge techniques that can be implemented at the community level. These grassroots efforts complement the technical assessments conducted by groundwater professionals, creating a collaborative framework for sustainable water resource management.

The methodology adopted under NAQUIM combines traditional hydrogeological investigations with modern technological tools to create a robust assessment framework. Detailed aquifer mapping involves drilling exploratory wells, conducting pumping tests, analyzing water samples, and interpreting geophysical logs. This data is synthesized into aquifer geometry maps, groundwater potential maps, and management action plans. The project also incorporates climate variability studies to understand how changing rainfall patterns may affect groundwater recharge and availability. By establishing a scientific baseline for each aquifer system, the initiative enables evidence-based policy decisions and helps prioritize investment in groundwater development and protection across different regions of the country.
